Why, because after five years old,kids already master all their millstone.comunication, fine motor skills,personal social. That's why after five,you start teaching discipline, they will be more easy to understand why rules has to apply. On the other hand don't forget the kids learn by playing.

Exactly! They learn by playing which playing includes basic rules. For example, a basic rule is to not run into the street. Are you going to wait until a child is 5 years old to tell a child to not run into the street? What about Not touching a stove or other household dangers? Do you also wait until age 5? 

There are also games geared toward 3 year olds who cannot read yet like candy land, memory, or chutes and ladders. Are they not allowed to play organized games until they are 5? My son's favorite game for the past 6 months or so is checkers, was I suppose to tell him, "sorry you can't play because you're not 5 yet"? Both of my kids loved playing candy land years before they turned 5y.
