Up until 18 months I used months but after that I would say "he'll be two in April". Now that he's over two I go with the standard number or number and a half reference.
I stopped with months once it took me time to count. To me the first year was easy, but the next year just didn't stay in my head so I had to do math. I stopped with months well before she was 2.
Now, she's 2.5. Probably around February (her bday is in April) I'll start saying "almost 3".
It also depends on the audience - fellow mom? Most likely months. Random old person at the grocery store? Years.

I guess it just depends on the person. Sometimes it bothers me when people give me months after 1 or 2 years. 27 months??? Yea you need to probably let it go. You have a toddler not a baby any more!
It's because there's a *huge* difference from a 23-month-old to a 13-month old. If you say either of those ages in years, it's just 'One Year Old'. It's more accurate to say how many months they are, not only socially but also medically (think developmental milestones, OP).
For what it's worth, I thought the exact same thing before I had kids. I hate to pull the 'You'll understand when you are a mother' card, but in this case, you definitely will.

If I'm talking to another mom then I tell them DD's age in months because I know they get it, if not, then I say she's either almost two, one and a half, one year ten months, etc.
