best rated is subjective - they all pass the same safety concerns.
For tall babies Diono Radian or the complete air 65 (this one doesn't fit little babies well... fyi)
I am in LOVE with the radian - that being said - how old is the child and what kind of car do you have?
DS is 3 months today, but I'm thinking we will need to transition to the convertible in the next month or two because he is so long. We are currently using the Peg Perego Primo Viggio and I have a Mazda 6.
diono radian has one of the tallest shells on the market and also has the highest rear facing weight limits, so for a tall kid that would always be my first recommendation.
It can make things tight in a smaller car, but as he gets older you'll be able to install it more upright, which will buy you room for the front seats. For a little while I had two RFing in my beetle. It was tight to say the least, but I have tall long-torsoed kids so it was the best option available.
FYI - just want to make sure you are aware that the seat is not outgrown until the head is 1 inch from the top (normally - the Radian I believe is 1.5" from the top) - legs hanging over the edge is not a problem. Only reason I mention it is you are stating tall kid - well you might have a short torso kid with long legs Then you have some time. That being said - I LOVE my radain to pieces so its not a bad seat regardless
