Both names are great! I like the Greek, Phoebe and the under-appreciated French, Lorraine. Harrison is one of my favorite H names, and George is a good, solid name. Nicely done!

Harrison George = I would just go with Harrison and another middle name instead of George.
That way if you ARE a huge Beatles fan, you can still say you named him in honor of George Harrison, while still giving your son a separate identity... and if you AREN'T a huge Beatles fan, you won't have to explain that you aren't a Beatles fan every time you introduce your little one to new people.
Side note: I voted yes for Tiberius. I vote yes for Harrison. But I vote no for Harrison George.

I didn't vote b/c i like both names. As for the Beatles reference, I dig that too. ;-) Beatles references are a plus for names in my book.
