What's the bag that hangs on the stroller?

Ya know - up on the handle bar - or is it a convertor of some sort that makes any bag hand on the handle bar? I saw a girl today with the city jogger and the straps of her diaper bag were attached to the handle bar so neatly

However - I couldn't get across the store to ask her...

the skip hop bags are made for attaching to strollers- they're amazing...

petunia picklebottom makes diaper-bag clips for theirs as well.

My bag is like this, the City Chic. I can use the stroller straps or unhook them inside the bag. I really love that feature and use it all. the. time.
