I just use a warm washcloth. Someone gave me a buttload of J&J skin care wipes at my shower so I was using those for a while but they have a scent to them and I would rather not use scented stuff for his face. He hates it, no matter what I use!
It depends on the wipe she is using. Most wipes are full of chemicals and chlorine - which I don't think is good for the bum let alone the face. But I digress.
Can you do what she is doing? Yes. Should you? I don't know, I lean towards no but if the kid doesn't have super sensitive skin - then it might not be any different than using on the bum/genitals. Hopefully she doesn't get it in the baby's mouth ICK.
Wet washcloth with water only. Wipes irritate their faces and we have enough problems with that. Plus the added advantage is they love to chew on the cloth for a minute or so and that gives me cleanup time!

Diaper wipes are fine since they're alcohol free.

if its dinner time I just let her be messy and stick her right in the tub and use the washcloth.

Wet paper towel, or even a wet burp cloth (since we really don't burp them anymore).
EDIT: If DH is feeding them, sometimes I use a diaper wipe because they get SO much messier with him!
