Baby B was always breech (basically from the time you could tell the position, she went from laying across the top to breech) and never flipped. I ended up having a c-section. They think she tried to flip, but got stuck in the pike position. They really had to work to get her out!
Good luck! Hopefully your baby B will be less stubborn than mine!
My baby B was breech for most of my pregnancy, but my doctor was very comfortable delivering B breech vaginally if necessary. That's what happened - my OB reached in and grabbed her by the feet. I know, TMI, right? But, everything went perfectly and I am really happy my OB (and the other five docs in her practice) was experienced with breech babies and willing to do that. A lot of OBs don't want to take that risk. Have you talked to your OB about that possibility?

The peri practice I go to is also prepared to vaginally deliver Baby B if she is breech. As long as Baby A is in a good position and Baby B isn't bigger, even if she's breech, I can go for a vaginal delivery. I'm at 30 weeks and babies still seem to be flipping and moving. At my last appointment, the doctor even noted that the babies' position is somewhat irrelevant right now because they could still flip flop a few times.

My Baby A is alot smaller than Baby B so pulling B out breech is not an option unfortunately.
My Baby B flipped at least 5 times between 31w and delivery at 37w6d. At the u/s when my induction started, he was vertex but after I pushed A out, the dr did another u/s and he was breech again! So the dr did a breech extraction. I actually switched OBs at 31w, partly because I wanted a dr who was experienced in and willing to do a breech extraction if necessary. I didn't want an unnecessary C-section ... or double whammy!
Pelvic sways/rocks *might* help B flip. It gives the babies maximum amount of space to turn. It worked a few times for me. (You get on your hands and knees and sway your hips for a few minutes.)
DS was my Baby B and he was ALL over the place....every possible position imaginable except head down all the way until my very last peri appointment at 35 1/2 weeks. (I had an NST/BPP 2 days prior to that appointment, and he wasn't head down then). So while it's definitely getting to be cramped quarters in there.....it is still definitely possible for B to go head down. Good Luck!!
My B was breech the entire time. She flipped five days before my section (scheduled at 37 and 1) but when they went in to get her, she was cheeks up again.

Ditto! She was born breech less than a minute after her sister!
