I would assume the child has parents that don't speak English or are immigrants. This isn't a bad thing, but it is an unusual name, the double L is not needed on this name, and it would likely be pronounced like Nail on the first go around. When readin
I've known several Nialls from time spent living in the UK and Ireland. I like it a lot and always thought the pronunciation was fairly straightforward, but apparently from the responses here, it isn't!
Wow. I am shocked that so many people find it hard to pronounce! I thought it was pretty easy, especially compared to some other traditional Irish names!
Re: WDYT of Niall?
I think of One Direction. I've never heard the name anywhere else.
ETA: I don't like it.

I think of the Sookie Stackhouse books- that's the name of her fairy great-grandfather.
My first instinct would be to prounounce it Ny-all, and that is harsh. I would never think to pronounce it Neal, or even Nile.
sookie stackhouse books. nee-ahl
dont love it, dont hate it.

I would think the parents were British or wanted a UK-flavored name.
It's okay.
Then nail?
Then ohhhh it's Neil!!! Umm...no
