Would an MSPI rash come and go?

My son gets a rash on his face (acne looking rash) that comes and goes every few weeks. Every time it appears, he starts refusing his bottles again. The rash is not teething related as it is everywhere on his face, even eyelids and ears. He is on Alimentum already and aside from feeding refusals, occasional mucous stools (no blood), and this rash, shows no other signs of allergy. He has tested negative for MP allergy on blood tests. I'm wondering if we need to try an Neocate or Elecare at this point...
