Biting at Daycare...

I know, I know...another biting post! :)  I'm just wondering what you would consider "excessive" biting at daycare?  My toddler (almost 2 yrs old) has been bit 8 times in one month and the teacher only noticed 2 of them.  4 I have pointed out when I picked him up (on his arms and very noticable) and 2 I have found at bath time on his shoulder.  They said, "He doesn't cry, so we don't notice anything is wrong."   I know kids this age bite.  He's in the younger toddler room still, so it's not like the bigger kids are eating him alive - he's the oldest.  I asked and they said DS is never aggressive or taking toys, etc.  I thought maybe he was enticing them to bite him somehow.  They did say they have two "biters".   I've obviously mentioned I'm concerned and they claim they are watching them, but at what point would you be all "enough is enough" about it?
