My cycles are generally 27-28 days with O on CD 13-16, which is very consistent. I believe irregular cycles are sometimes long, sometimes short, O dates all over the place, several annovulatory cycles etc.

25-28 day cycles (as long as you're ovulating around the same time every cycle) would be considered regular. I don't know what the "technical" definition is, but I'd consider anything where your O date changed by more than 10 days each cycle to be irregular. (Anybody feel free to correct me here?) An occasional off cycle is normal, but it's when it's on a regular basis that you might be a little concerned.

I disagree. That's a "textbook" cycle, but someone can have 40 day cycles consistently and that's regular. Irregular would be when the cycle length is inconsistent, I think.
I agree, I was referring to the OP's cycle.
ETA: Maybe I read the post wrong? I assumed that she meant that her cycles were 25-28 days?

I agree. Before I got PG with DS my cycles were irregular in that they kept getting longer each month. From 28 to 39 days. Irregular to me is when your cycle length is all over the place.

I think this is the best definition. Irregular cycles are those where the length of the cycles varies a lot among each other. For example, my past three cycles have been 58 days, 33 days and 65 days long.
ETA: Here's what Wikipedia says:
"Irregular menstruation (or irregular cycles/periods) is an abnormal variation in length of menstrual cycles in a woman. Normally, it is actually unusual for a woman to experience cycle length variations of less than four days between the shortest and longest cycle lengths.[1] However, length variation between eight and 20 days is considered as moderately irregular cycles.[1] Variation of 21 days or more is considered very irregular.[1] Alternatively, an irregular menstruation period may be defined as one shorter than 21 days, or longer than 36 days.[2]"
