I have heard that if you are getting regular cervical checks from 36 weeks on and are only 1 cm or so you can close and go back and forth. You can also walk around for weeks at 2 to 3 cm dilation without going into labor. But once labor actually starts, dilation just keeps going.
I believe I heard that if the baby repositions itself or if multiple people are checking then it can appear to reverse a little but that doesn't mean it's stopped or given up. It may seem a little two steps forward, one step back kind of thing.
