Rash on hands from teething?

LO has recently developed small bumps on her hands. I don't know if it's a rash from her having them in her mouth all the time from teething (?). I am wondering if I can put Aquaphor or something on them. FWIW, I know it's not Hand,Foot & Mouth because we've been through it already and I know what it looks like.

Ideas? Suggestions?

When DD has her hands in her mouth all the time b/c of teething, they get dry and chapped, not a rash. I use lanolin for the dry skin. I don't know about the rash.
