Everytime I go to breastfeed my DD she flails her arms all around and I have a hard time getting a latch. It takes me 10-15 minutes each time to get a latch (and that's if I get a good latch from the beginning) otherwise I have to fight 5-10 minutes here and there of trying to latch.

Any suggestions on how to make this process easier?

How old is she if you don't mind me asking?

I would swaddle her and strap those arms down.  My DD does the same thing sometimes.

Baby straight jacket Swaddling should help.

It sounds like you might be missing some early feeding cues, as well. Offer the breast earlier and she might be calmer.
