It depends if you want something that's a dedicated double (side by side) or one that can be used as a single or a double (tandem). Good side by sides are usually more easy to steer and fold. They're also less bulky. The pricier options aren't much wider than a standard full size stroller so they will fit through doors and shopping aisles. Best options are: Baby Jogger City Mini double, Bumbleride Indie Twin, BOB Dualie, and Mountain Buggy Duo and Duet (all but the Baby Jogger are all terrain strollers). Good tandem options are the Britax B-Ready (second seat is free right now) and Phil and Teds.

My best advice is to test them out in person. I was 100% sure that I wanted a tandem- specifically the Chicco Together- until I saw it in person. OMG... HUGE. I could barely steer it around the store w/ just DS in it- no way I could have managed it w/ a baby in an infant seat too! And folding it up- forget it! So the sales guy showed me the Baby Jogger City Select and City Mini Double... big difference. I loved the concept of the Select but it was too heavy and too big when folded. Plus DS did not seem comfy in it at all. But he kept climbing back into the mini. I was sold. And I say this all the time, but my #1 favorite thing about this stroller is that it folds up flat enough to go under the cargo shelf in my Honda CRV. Never thought I'd find one that would fit but this was PERFECT.
Definitely try them in person. I had a city mini double and while it was really nice, it was bigger than I wanted. We ended up with a maclaren twin techno when my second was a few months old and it was absolutely perfect for what we wanted. Before that we tended to just use the single and wore the baby in my mei tei (her favorite place).
