He doesn't really seem interested in his toys, refuses books lately, and only wants to watch TV. He'll whine the whole time I'm nursing the baby unless I give in and put on cartoons.
Sometimes you just have to give in to the TV every once in a while.
But I also have some "special" things in the linen closet that only come out once in a while. They're really nothing too special- dry erase markers & a board, the fishing game, etc. - but he gets excited & plays forever with one when I bring it out. Sometimes those little things are life savers.

Snacks, a different toy that he hasn't used before, or only can use while you nurse, and maybe the occasional cartoon. I know, I know. I felt the same way, but if it saves your sanity and keeps him content and happy, every once in awhile isn't going to kill him.
I also nursed DS on the floor with DD while she played, that way I was "on her level" instead of being on the couch or chair above her. You could try that! Good luck!
I only put tv on when I would have to nurse dd, so it was a treat. Though some days he watched sooo much of it. BUT it was short lived. I always gave him a snack and a drink so that helped him, and we would sing songs while I nursed or sang the ABC's. Try stickers, they are a world of entertainment.
