And here is how it turned out! I really appreciate all the advice from the posters in the OP. I used a box of size 3 (104 total diapers). I wrapped receiving blankets around two of the tiers and used a 14" cake plate as the base. I ended up spending right at $100. It's for my best friend and future godson, so I don't mind. It took almost 3 hours to assemble. And as a fun touch I rolled up little notes in a few of the diapers like "Rolled with love" and "Can't wait to meet you Baby X." And I think we are planning on playing the memory game with all of the items on the cake.

Just jumping in really quick when I made one for my cousin, I used the plastic clear hair ties. You can get like 1,000 of them from the dollar store. I didn't want to use tape cause the diaper might pull apart.
