I would assume no. Neither of those automatically makes you high risk, but means you will be monitored to see if pre-eclampsia shows up in the later part of pregnancy.
Like PPs said, it does depend but I had severe pre-e that came on very suddenly and was told that I will be considered high risk for subsequent pregnancies due to the severity (my BP topped out at 208/117 and they had trouble keeping it down during labor). GL
