It took Ty a long time to poop on the potty...weeks after figuring out how to pee on the potty. He would ONLY poop in a diaper and it became far less frequent until he became more and more comfortable. I found, with him, the more I pushed him to go ON the potty, the less open he was about it. Finally, I reached the point where I was content to have him poop in a diaper through high school and he did it on his own.
There is also a learning curve for them as sitting is far different from standing. Not sure if it will help her, but Ty had to face the tank (sit backwards) to poop and still does. I also remember Jane saying that some kids needed a step stool or something for their feet to give them some leverage.
