You local public library should have storytime during the week for your babies age range. Also check if your city/township has a parks and recreation dept., they should send out a catalog a few times a year with the acitivities. Also your school district may also have a catalog of activities that they provide to the area.
Also try calling your local YMCA...I know there's one downriver. I just spoke to someone at the Y in RO and she said they have a "community involvement membership" that costs only $39 for the year and you can take classes there. The classes cost $, but generally pretty reasonable.
Ditto the parks & rec, check neighboring cities as well. I used to belong to the Southgate YMCA, this was pre baby, so I can't comment on the kid activities but it is an awesome Y.

We also did a Mommy and Me class thru parks and rec and story time at the library. I also belong to a MOMs club in my area.
