I'm thinking with twins, potty chairs (rather than just the seats for the regular toilet) might be the way to go.
So do I need to get 4 of them - 2 for downstairs and 2 for upstairs? And just remembered the basement. 2 for down there, too? Or do I just get 2 for the whole house and lug them up and down the steps?

we have one upstairs and one downstairs for DS1.... when training you really need them CLOSE. We'll have 2 up/down when we train the twins.
as far as your basement- depending on how much you are down there, how long, etc - might be fine to just bring them down with you.
I have 4. We have a split plan house and when they get baths at night, I do it in my master bath tub, on so I bought 2 potties for my bathroom, so I don't lug potties all over the house. Not that my house is so big, but they also hang out in my room sometimes when I jump on my computer and it is easier to just have them go on their extra potties in my bathroom.
I bought my extra ones at IKEA, they are $4 each, so I didn't mind paying for the extra ones since they were soo cheap.
