Old Navy winter hat size

I'm trying to buy a winter hat on Old Navy, but the sizes are S M L... I have no clue which size to get and the sizing chart won't load.  One reviewer says she got large for a 3 year old but it just fits...

You think I should go with S or M? 

Edit:  The hat she's wearing in siggy pic is Gap size 6-12 mos (and that pic is a month old)

I got Olivia a fleece hat from old navy and it is 12-18 months, I was amazed because if she wasn't there with me I would have bought the 6-12 months so I would say the run a little small...

Do they have XS available too?  If so I think they're the same kind of hats I got for Abe.  He's got a pretty big head, and the S are still a little big on him. OTOH, I got him a 12-18 month monkey hat from Target and it will not fit him very much longer.

Does her hat also say small or medium on it??  Online, they don't give the months sizes, just the letter.  So I;m not sure if S is equivalent to 0-3 mos or 6-12 mos

I just ordered a hat/ mitten set from there that is 18-24mo. When we tried on the 6-12 in the store it fit perfectly, but we're in the south so when it gets colder to where he'll be wearing it regularly I was afraid that it wouldn't fit anymore. I also ordered an 18-24mo fleecy onepiece. In OldNavy clothes my LO wears 6-12mo now.
