NBR- Anyone know any dog laws or where to find them?

My friend's dog was attacked by a cat while in his own fenced in yard.  The dog fought back and hurt the cat.  My friend called animal control to get the cat.  AC told her she was responsible for the cat's medical bills.  How could that be?  anyone know where I can find PA law on this?  I've googled but can't find anything.

  • Have her call Monday to AC again. Ask about what she was told and ask what city/county ordinance this is part of. If they insist that she is responsible for the bills she needs to insist that they present proof to her in writing. Also contacting a supervisor or even the head of AC is also good.

    if she were to contact city hall or the police I'm pretty sure she would be referred to AC.
  • Obtain a copy of the city's bylaws and ordinances. Talk to AC and the police.

    In most city's, there are leash laws for dogs as well as cats, and if an animal is inside its own completely fenced yard, then it is covered under the leash laws. If the yard is not completely fenced, then even if the animal is on its owner's property, the leash law does not protect it.

    From what you are saying, I would fight it.

  • Agre with some previous posters. The cat was not in its own yard, call and find out city rules.
  • I work for Animal Care Services in Ca. You need to go to the City's website and look up the Municipal Code. That will tell you about your City's leash laws, etc.

  • Your friend is in the clear. The cat was the invader, if the dog has any bills stemming from the attack they are the cat's owner's responsibility.
