I think they are both lovely, but IMO, Evangeline goes better with your other daughter's name. Scarlet sounds very Southern Belle to me (because Scarlet O'Hara, I'm sure).

I like both. There's an Evangeline (nn Eva) on another board, and it's lovely. Scarlett has a bit more zip, probably because of Scarlett O'Hara. And there's a lovely waltz from the Disney movie, The Princess and the Frog that is called, Evangeline. I can't decide really.
