I tried calling the State Trooper Barracks in Bel Air but they don't do it, I've contacted several fire departments near our home & work but none of them do it either.
So far I've only found 1 place but they charge $30/car you're having inspected (we have a base going in my SUV & 1 in DH's car).

We never got our seat inspected, but before A was released from the NICU, they did the carseat test. They also carried her out of the hospital and placed her in our car.
I believe but I may be wrong that BRU does a car seat inspection.
Don't quote me, but I believe fire stations can install and inspect them as well.
DH installed ours and I trust his ability and attention to detail. When we left the hospital (Howard County), the tech who escorted us out had to check it before we could drive off. I think she pretty much eyeballed it, said it was fine and sent us on our way so that was the extent of our "inspection".
ETA - just re-read OP and saw what you had said about the fire departments. Oops!
We had an appt for ours somewhere in Essex I think....or maybe Middle River...I dunno...it was at the police barracks and it was free. However, we couldn't get an appt for like a month and by then, we had already delivered and had various parents check it out and felt fine with it. We called around everywhere and no one does it anymore! They will do it at GBMC for $30 but the guy that does it was off when we were there.
I ran into the same issue so we went to GBMC, you need to call parent education for an appointment, it was 30 bucks but he installed and gave us an education on the car seat. It was worth it I learned a lot about car seats that day
Sounds like you are far from Baltimore city, but if you (or anyone) is interested at Hopkins Hospital we have a Childrens Safety center where there are certified people who will install or check your instalation for $10 or free if you qualify.
