You're not entitled to a child free environment in a restaurant. As long as they're paying, they can be there. And unless the kids were being rude or obnoxious, then really, I dont see the issue.
And not being snarky, but I think some people's definition of "upscale" is different than others.

Nope. We are those people. We normally try and get reservations for 6:30 at nicer restaurants, but it flows into the later crowd. We have always loved good food. We don't have family around and babysitters are expensive, so we just take our DD (16 months). She is awesome in restaurants though........never cries, sits and eats/plays. My answer would probably be different if she was a nightmare.
I think people with kids should be allowed to eat where they want and when they want. If you didn't want to be near the them, you could of politely asked for another table. I wouldn't be annoyed over that at all, especially as a parent. Happy Birthday, btw.
I don't think I'd be annoyed. I'd be so excited to be out as a couple I wouldn't care what else was going on around me Well, as long as the food was yummy! That said, if we go out to dinner with DD we do it no later than 5:30pm so we're done no later than 7p and home by 7:30/8p for a little playtime and perhaps a little later than normal bedtime. We just wouldn't want to put ourselves thru that mess

No. As long as they aren't my kids and I don't have to watch them I don't care. A night away is a night away. They are way too few and far between lately to be picky

Those aren't similar situations at all. You don't shell out $200 bucks to shop at the Gap or go to a movie. And the OP said that the younger child did run around and yell several times.
To the OP, I would be inwardly annoyed and would probably have given them the stink-eye the second time the kid ran around (and definitely for any time after that) - I don't let DS do that at Chili's, much less at a pricey restaurant. If he's acting nutty, we pack up and leave. But, I wouldn't have been annoyed enough to say anything to them or the restaurant staff. In the future if it's a big night out at a place that's upscale, just tell the host when you arrive that you're having a date night and would prefer not to be seated near families.

no wouldn't annoy me at all!! my dd is pretty well behaved and we have taken her out with us for dinner since she was 3 months old. she is 16 mnths now and still taking her out. her bedtime is 9 so 7 would be no problem. but that is my opinion
