I have actually make a couple felt boards....I'm an early childhood major and these were projects. One of them I used a clean pizza box. You can ask for one from your pizza place. Covered it with felt and used tacky glue and you can store your pieces inside the box.
The other one I used a piece of wood and stapled the felt to the board. I used a piece of fabric to make a pocket on the back to hold the pieces. If you dont want it to be as heavy as a piece of wood you could use corkboard or foam board.
But, I would like to add one other way. I actually purchased this for my class and when I got it I thought it was a waste of money cuz I could have made one. It's a magnetic felt board. The entire backing is a sticky magnet. But, you could also just put magnets around the back if they were strong enough.

Ding ding ding! Winner! We have a bunch of magnets but no magnetic surfaces in our house. TYVM!

You can also glue a sheet of felt onto a cookie sheet- it will be both magnetic and felt. ?(You can usually find cheap cookie sheets at a dollar store)
Hmmm ... I'm trying to make mine travel-sized, since we do a lot of long car trips (3+ hours, plus several flights coming up soon). I'm thinking of trying to find a magnetic white erase board, then gluing felt to the back.
You guys are so creative! I never would have thought of burner covers!
