Stroller help

My boys are rapidly approaching the weight limit for the car seats/carriers.  Right now they are unofficially 16 lbs.  Not to mention they are getting heavy in those things.  We have the next car seats picked but I cant decide on a stroller.  The additional issue is Owen still has really poor head control.  I cant even decide what type I want.  Cost is very much an issue.  I use my stroller often because of play dates with other moms and I grocery shop on my own (pushing the stroller and pulling my cart).  I know that tandems are thinner but we go for walks and the zoo and I would like them both to be able to see so Im torn.  In a perfect world we would have the bumbleride in ruby but there is no way I can spend $650 on a stroller.

Check eBay. My dad was able to buy my girls their Bumbleride, with snack packs (an extra $90 item) for under $500. Plus, Bumbleride has changed their design slightly from 2008 to 2009, so you might be able to get an older model for cheaper.
