@DeansGirl14 That brings back terrible memories of apartment living with the WORST neighbors. Has your dad ever gone next door and tried to talk to them? That's probably a naive approach, but if he explained that the music is really disturbing, maybe the neighbor would back off? Probably wishful thinking. My immature side would blast music right back at him and start a war.
Stuck in box. It seems every time they "talk" about anything the crazy guy changes tack to something even more ludicrous. I thought smoke bombs were dumb, and now we're onto blasting music. SMH.
I just sent Dad a bunch of links to legal guidance for nuisances in Illinois.
@DeansGirl14 why didn't the crazy people put a fence of some kind (even decorative) around the coy pond to keep things out? I assume it's not that large if it's only for coy.

@DeansGirl14 I would make them file complaints, otherwise there is no trail of everything the neighbors are doing and if they decide to do something like smoke bomb without consent it could be your parents word vs neighbors. Document everything and report it! (can you tell I have lawyer parents?!) Your parents are being too polite and the neighbors are having no issue taking advantage of it.

Oh geez, @DeansGirl14, that sounds awful. Honestly I can't really think of anything to do until your parents decide to take some action. It sounds like the only thing you can do is work to convince them to do something about the neighbors. I know they are worried about retribution, but if they are already suffering now then what more could the awful neighbors do.
Sigh, my dad e-mailed me back basically saying "It's windy and the wind drowns out the noise so it's ok for now." Shaking my head more. Hopefully he reads the links I sent!
I'm sure a fence would destroy the aesthetic of the pond. [ eye roll ] But also, I'll suggest next that he contact the other neighbors. There are some across the road and some on the other side of a small wood and creek. Maybe if all three neighbor sets band together on this it'll be more effective at stopping the crazy.
I just can't believe he thinks the problem is with my parents' property, while the area is surrounded by farmland, some woods, horse farms, etc.
I tell ya, last Christmas we had fun brainstorming and fantasizing all the (illegal) things we would do to get back at these jerks. Mom was a big fan of spraying vinegar on their perfectly manicured lawn. I want to sneak in overnight and plant marijuana in their pristine landscaping and then calling in a tip to the police. The only non-illegal thing I could think of was sending a glitter bomb but after Googling I couldn't find a really good, anonymous company to do that.
EDIT: UPDATE. Dad is going to call the cops about noise next time he's disturbed. Yay!
Chiming in late, but birds of prey take koi fish all the time! Neighbor jackass apparently doesn't google or he could figure it out that you need to protect your fish pond from all sorts of predators. A fence and net are sort of minimal if you expect them to survive in a rural area. It's not like a natural pond where fish blend in and can dive deep to avoid predators.
I'm glad your dad is going to start calling the cops and create a paper trail. Most municipalities have laws on the books about how far noise can travel before its considered an issue.

@secicc12 DH wants to put (non-refundable) deposits at all daycares we visit (they are all almost full or already full). One of them was $250 and it doesn't seem we will be picking them. The others are $150...
I sleep in a shelf-bra cami, but now I've added a rolled up washcloth between the ladies because they hurt when they squish each other. It's probably time for a real sleep bra
