I actually have a thread going on skin care right now. I don't know if you looked on the first page but it's there; But it does say that I am using it. I'm not sure if it's safe or not, but I would imagine that it is in for use on your face. However, it should be noted that I'm not using it on my belly or body. If you are using the concentrate by La Mer on your belly, etc. I would definitely run the ingredients passed your OB. However, it should be noted that the line was intended to be used by burn victims so my best guess is that it is probably safe.
It contains mineral oil, which is kind of a gross ingredient, but as long as it doesn't contain salicylic acid or retinoids (or any derivatives), then it should be fine. It's not a very natural cream though, so it depends on what your personal preference is.
