What is a bracelet loom? Does Target have them?

I haven't seen the bracelet loom at Target and my 6 yo is a bit confused on it.  They do have some cool craft kits at Target though.  Duct tape purses, headbands, etc.

I got my niece one of those "jewelled" jewellery boxes that you decorate with these little stickers when she was five and she really liked it.

Does she like Hello Kitty? They have jewelry boxes that the kid can decorate.  My niece loved that.
