My DD got her first Memory game just after her 2nd birthday.(It was by DK, with basic pictures) Initially I used it to help DD's words... kind of like flashcards... I'd show her the hat and ask her what it was, show her the bear, the ball, etc.
Then we progressed to where I'd put out 6 or 8 cards face-up and have her make matches. As she got more used to that I worked my way up until all the cards were out face-up.
Then we started playing that same way but with the cards facedown. (gradually adding a few until all of them were facedown)
So I'd say as early as 2 you can play memory in a more simple form.

My DD got the preschool version for Christmas. She got it last weekend (an early holiday celebration with DH family since we are going OOT for Christmas). DD loves it! It does come with too many cards in my opinion. I usually will put 12 matches on the table for her play with and it works good. She asks to play it everyday.

We started playing a modified game with memory cards when DD was around 2. We put them face up and she'd make matches. We'd say, "find the red strawberry" so she'd find one and then we'd say "find the match."
Now that she's closer to 3, she's getting too good at that, so we'll probably try regular memory.
