Rash around eyes

My daughter is 5 mths old and for about a month she has had a red bumpy rash under her eyes. It doesnt bother her at all and it doesnt affect her actual eyes. It seems to be brighter certain times through out the day but i cant pin point when...any thoughts??

    I know that when I cry hard enough or puke hard enough, there are red spots around my eyes (broken blood vessels). Could that be what they are?
