If you're on a desktop, find a gif you like. Right click on it and select "copy image address". When you get back here, in the edit box, click on the little piece of paper with the corner folded down. It's between the thing that looks like a chain link and the align left box. Paste the copied link into the long box that says Image URL. Hit enter. This should make it so you can see the gif.

Don't feel bad. It did take me a while longer to figure it out on mobile. It's pretty much the same gist though. Giphy.com has a mobile app which makes it SO much easier. I downloaded the app, then once you find a gif you like you can save it to your phone. Then when you're in the edit box on TB, do the same as above, (go to the paper with the folded down corner) but select choose file instead. That option should bring you to your pictures album, you just select the saved gif and then it will load into your post.
@jillbean0871 are you posting from the app? If so, find a gif in google you like and save it to your camera roll. Then come here and press the icon all the way to the right, the one that looks like a piece of paper w the corner folded down. That will direct you to your camera roll where you can attach the gif and voila!
@bluejeanbabi05 you don't actually have to save it to your phone, you can just copy the link and paste it in the box that pops up when you click on the folded paper icon
