Iris Penelope is lovely. It sounds good reversed as well!

I really like all of these names. Below are my specific thoughts/associations about each:
Ivy Celeste -- really like this. I think Celeste is lovely, and it works well as a mn to Ivy. Ivy Elizabeth -- Nice, but not as special as Celeste. Elizabeth in the mn spot always seems like a mouthful to me. Iris Elizabeth -- Of the listed names, this one comes in near the bottom for me. Maybe because both names start with vowels? Not sure. Iris Penelope -- This is the name on the list that has the most "little old lady" flavor. Cecily Jane -- Another one I really like. It scans well, and Cecily is a traditional, but unusual, name. To me, this one seems spunkier than Ivy Celeste, while the former is a little more feminine. Cecily Josephine -- Almost as good as Cecily Jane, but I slightly prefer Jane as a mn. I'm biased, though - my DD's mn is also Jane. Gwendolyn Ivy -- My sense is that there are probably more little Gwendolyns out there than Cecilys, Irises, or Ivys. But... I like the sound of this name, and Gwen is a nice shortened version.
Really, you can't go wrong with any of these choices -- all are first-rate!
I LOVE Iris. Don't love Penelope with Iris and Elizabeth is boring unless you have a family meaning... had my boy been a girl, she would have been Iris Eileen. I also like Iris Claire or Iris Olive or even Olivia for a modern twist... Iris Jane is also nice
