I don't mind two N names but the Na beginning with both names and the Ee ending doesn't really roll off the tongue easily. That being said nothing is wrong with either name.
I agree with several pp's. The problems isn't the two N names...its that the two you suggested are so similar to one another. Naomi Noelle (or Noel) is a great suggestion! Naomi Nicole has a similar sound too.
I'd use a different Christmas-themed name if that's what you're going for. Naomi Natalie and even Naomi Noelle seem a bit much.
