I honestly saw this thread and couldn't figure out why Victoria would ever be unusable. As popular as the store is, it's definitely not the first association I would make when hearing the name.
The Victoria I know is never referenced to the store. I don't think that's really much of an issue, honestly. People call her Vic and Toria as NN's, as well.

I definitely go to royalty first. Then to the total jerk from my high school (darn negative associations!) and then long after to lingerie. It's such a good name, I say go for it
There was a really terrible player on a season of Big Brother named that, which completely ruined it for me, but I wouldn't think of panties if I heard it for a kid.
The store never occurred to me when thinking of the name. I both love that store and actively try to think of mean things kids might say about a name so, I think you're in the clear.
My name is Victoria and the fact that I share my name with a lingerie store hasn't had an impact on my life at all. I've had a handful of dorky guys ask me what my secret was but it hasn't been a big deal.
