It's a fine "pet" name but not a given name. I knew an elderly lady that went by pepper but her given name was Penelope. I can't say seeing Pepper on a resume or business card would give a positive first impression.
I can actually imagine some very spunky ladies would get away with it. But it is name that would suit only a few people. I don't like names that slap a character on a person. What if you're called Pepper and you're not fierce, hot, in-your-face? What if your shy, cute and average?
No. Maybe if you get a black and white dog, but not for a human. I have to wonder how many of these women people know named pepper actually have it as their real first name.
My NN is Pepper, so clearly love for a NN. I think it is cute on a girl but agree with others it could be hard as an adult without knowing personality. For me I always have a formal name to use for professional situations.
My friend has a little girl named Pepper and I've been side-eyeing the name since she was born. I love creativity and being unique, but Pepper as a given name is IMO a risky move.

It reminds me of a Saturday morning cartoon that was on when I was a kid. I think it was Pepper Anne? Anyway, please don't name your kid after something that can be bought at Walmart in a can for a buck (I only say that to give you some ammo against your husband.) Philipa (Pippa) would be a nice alternative! Check the spelling on that one if you like it as I'm unsure if it's one or two Ls.

You could honestly name her anything & give her the nn pepper. My mom calls me a nn that has absolutely nothing to do with my first or middle name.
