My kid hates socks. I've tried putting them on him, and he'll kick them off or pull them off, or cry until I do it for him. I'm not fighting this battle. When we go out, I have a pair of fleece booties I stuff his feet into until we get into the store orm resturaunt, and then they come off.
Everywhere we go, random strangers ask "Oh no! Where are his socks? His little feet must be so cold!" Every. Single. Time. Once, a lady in an elevator even leaned over, took his blanket, and covered up his feet. He promptly kicked them out from under the blanket. Who does that?

I got annoyed at someone for taking OFF DS's socks. I can understand why you're upset, but in the winter, it is unusual to see someone without socks. Just tell them that he won't keep them on.
I think it's common for kids to not like socks. Does he mind other things on him? Some kids also have sensory issues where they don't like certain things touching them. I know someone whose son has/had major issues with sitting in his carseat and other problems.
