Chafing on inner thigh

I need some help.  DS has been in cloth (prefolds and Flips) since birth, and we love it!  But he's recently developed some serious chafing on his inner thighs and I'm at a loss as to what to do.  

It started about a month ago, right around the time he began pulling up and trying to walk.  I believe it's caused by all the extra movement he does now, and not a moisture or laundry detergent issue because the redness is only on his inner thighs.  I also don't think it's an allergy to PUL or latex in the cover since we've used these exact same covers for 9 months now and never had an issue before.  It got so bad, his skin was bright red, rough, and actually started peeling, so I put him in disposables for a few days and it completely cleared up.  Then we tried going back to cloth this weekend and it came right back.  I've tried everything I can think of: frequent diaper changes, different ways of folding the prefolds (had been doing jelly roll, tried bikini twist and angel wings), loosening the snaps on the covers, baby powder on his inner thighs, loading on the CJ's, and nothing seems to help. 

Any ideas?  I've googled the crap out of this and haven't come up with anything other than the above.  I am open to investing in a different diaper system, but I don't know what would be better.

    If you're certain it's chafe ... maybe a heavier diaper cream would have more of a lubricating effect? Maybe try a waxier one like Magic Stick or Waxelene.

    If you're interested in trying out different diapers, you could look for a customizable diaper trial. Or just buy 1-2 of several different diapers to try, then destash what doesn't work for you.
