DD doesn't listen

I am lurking from the 12-24 month board but wanted some advise from someone whose been at it a little longer than I have.  My DD won't listen to anyone.  I mean if you ask her to get her shoes, she does.  But if I ask her to come to me or dad, grandma or grandpa asks,  she looks at us, smiles and starts running.  I refuse to chase after her but she leaves me no choice.  I have tried time out and it doesn't even phase her one bit.  I need some suggestions.

    For example, not holding my hand in a parking lot. I tell him that I'm going to pick him up if he doesn't hold my hand and if he doesn't listen, I pick him up, kicking and screaming most of the time.

    This is exactly what I do. Yes, very frustrating and totally normal for a toddler to not listen. I was THRILLED that my DD finally started following some of my requests. She's almost 23 months now.
    TTC #1 since May 2010
    9/10 and 1/11 Normal blood work
    2/11 50 mg Clomid = BFN
    4/11 50 mg Clomid = BFN
    5/11 100 mg Clomid = BFN
    6/11 2.5 mg Femara = BFN
    7/11 2.5 mg Femara = BFN
    SA normal and HSG all clear
    11/11 14 HMG shots with HCG trigger = BFN
    12/11 Femara + HMG = BFP!!
