DD is 17.5 months, still nurses when she wakes up and before she goes to bed. I'm thinking of changing up her night routine. Currently we do books, bath, brush teeth, PJs, and nurse (usually drowsy, not asleep when I put her down. I'm thinking of moving her nursing session to before her bath... Then we can brush her teeth and DH and I can take turns rocking/reading for a few minutes before we put her down. Thoughts? Has anyone tried to mess with a bedtime routine this late in the game?

if your LO is used to nursing to sleep, it might be take a little while to break that association. i think your plan sounds good, except i would leave it to your DH to take over the actual putting-to-bed part of it for now-- if you're there she'll probably want to nurse. after you nurse her for the last time of the night, you can make a point of saying that boobies/milk has to go to sleep now, and she can have more in the morning.
i agree that it is good that someone besides you is capable of getting your LO to sleep for the night. i still nurse DS to sleep many nights just because it's often the easiest/quickest way to get him to settle. (just saying it doesn't have to be totally black and white- either always nursing to sleep or never nursing to sleep. you/your DH can both be involved in the nighttime routine and you can use whatever method works on a night-by-night basis.)
