I would get a second opinion. When I was pregnant, my fluid dropped to a 5. My doctor said it was dangerously low and sent me to L&D to receive fluids. She said that if my levels don't go up, that they would induce me. She also said that "normal" starts at an 8. Although my levels went up, they ended up going down to a 4 at 37 weeks, and I was induced. It turns out that my placenta was abrupting. Two of the doctors blew me off at my practice. Long story short, they should be very concerned about the decreased movement and low AF. Hope this helps!!! Please feel free to message me with any questions.
Also, my NSTs always came back normal. I always told them I had decreased movement and they would do an ultrasound. The ultrasound was the only way we knew I had low AF.
Sorry, I didn't mean to scare you. Two of the doctors blew me off and said that it was normal for the baby not to move much and that she was just a laid back baby. After I was admitted by one of the good doctors and got fluids, she started moving like she should have been the entire pregnancy. I would just make sure they continue to check the fluid, because they never could tell my fluid was low with the NST-- everything always looked great on it. If he movement decreases, don't hesitate to call. It is better to be cautious (especially with your history of low fluid).
