Okay, so we didn't do CIO and we didn't really do any kind of formal sleep training, but DS has been STTN more or less since he was 6 weeks old. I think the term is 'watching.' When he'd wake up when he was a fresh baby, we'd watch him for a couple minutes - 5 tops - to see what he did. If he NEEDED something like to be fed or a new diaper, we learned that the type of crying was different compared to when he was crying due to a broken sleep cycle. As adults we still have sleep cycle breaks but we've learned how to connect them where newborns haven't learned that yet. If you disrupt them trying to sort that out, then they don't learn how to connect their cycles. Once we got the okay from the pediatrician we stopped with MOTN feedings as well.
Now he's 12 months and we put him down for naps and bedtime awake. He fights it for 5-10 minutes and then soothes himself to sleep. Occasionally he wakes up in the MOTN, and we still use the 5 minute rule. If he cries for more than 5 minutes something isn't right, but usually he's asleep again in 4.
I don't really subscribe to CIO, but I also don't think that at 14 months old you need to come running every time he cries.
I just want to say good luck! My 8 month old has STTN for the past 3 nights. I pray it sticks! Eventually your LO will. I hope for your sake it's sooner than later because I know how tired you are.

I bought a you projector that looks like an elephant from walmart the projects different color lights and plays music I also bought him a vibrating pad that goes under his crib mattress , he sleeps like a log 10+ hours a night
