I would probably spend about $20-25 -- an outfit, a toy, some books, whatever... but if it was my niece or nephew, probably more... for the first few years of my niece's life, I bought her savings bonds or donated to her college fund. That was before I had my own kid to finance. ;-)
It varies - I think the average would be $25 or so. I spent more on my nephew, but he's my 1 and only nephew. If I had more nephews/nieces, I would probably stick to the $25 mark.

For friends kids we spend about $30. For our nephew we spend about $50. I stopped buying for my other nieces and nephews when they were about 8 or so. My aunts and uncles never bought for me after that point so I'm doing the same.
It depends on a lot of things... what they like and how old they are to pick out the right toy. Like for SIL's two sons that had the same Bday last weekend I got the youngest a tractor for $18, but the son that turned 7 got a Minecraft pick axe that was $30.
