I love our double bob - it is so smooth and easy to push with one hand, so I can walk both dogs while pushing it. However, it doesn't fit your criteria for not being too expensive. I do think it's a good investment, though - our neighbor still uses it sometimes for her 4-year-old.

I love my City mini double. It's side by side, but fits through a standard doorway. It's easy to fold and easy to push. It's not technically a jogging stroller, but we've used it for running before. My oldest is 5, and will still ride in it.
We have a double bob too. I love it. New they are expensive but I got one for under $200 on Craig's list, they have great resale value in my area too so I plan on selling it down the road.
I have the Graco Ready2Grow Sit and Stand stroller. It has 12 (I think) different riding options. It wasn't the one I wanted... I didn't want Graco at all. But we couldnt afford a super expensive stroller and actually ended up getting this one as a gift and just kept it. I actually really like it. Baby Trend also has a similar stroller and they are supposed to be compatible with most car seats.
City mini double. See if you can score last years model and save some money. Or buy one on CL. I never thought I wanted a side by side but man, I love this thing!
I have a Maclaren Twin Techno. We bought it when DD/DS were newborn and have used it straight through. They are almost 5 and they still ride in it when needed. It holds up to 100/1115 pounds (I think), fits through standard doorways, and folds compactly and easily. We also had a Double Peg Aria for my parents house (it was a hand me down) and I HATED it. It was a horrible ride in comparison to the Maclaren. For our single stroller we have a City Mini GT. I love this one also. I'm sure a double in this one would be great as well (if it is anything like the single).
We went to look again last night and compared many including the BOB Duallie, BJ City Mini and GT, Bumbleride Indie Twin and more. The City Mini is not worth the $ and has some flaws IMO. I thought I'd like it more than I did. It is actually comparable to the BOB in weight and width but nowhere near as nice in several areas. I'm getting the BOB as it fits my needs best right now. I may get a lighter option in the future if needed (such as Maclaren or Joovy or Combi), but none of these fit an infant seat. Plus when I thought about it more, on most errands I will be fine using the BOB or having both babies in a shopping cart. I also can wear one baby and use my single stroller. Other than that and getting to and from church/MOPS/playdates from the parking lot etc., 95% of the time it will be used for daily walks. GL. I have concluded that there is no such thing as a "perfect" stroller... they all do different things and you have to find the one that suits your most important needs best. Oh... and, any double will be large and heavy. Accept that now.
We have a britax b agile double and we love it! Its extremely similar to the city mini but I chose this one Because I hated the bulky adapter I would've needed with the CM. We have a britax infant seat so it clicks right in with the much smaller adapters that came with the stroller
