  I'm not sure what you mean by 'water resting towards your lower abdomen' but you certainly will notice increasing amounts of pressure very low and on your pubic bone. From 35 weeks to 40, the feeling of weight in your abdomen will increase tremendously.

  Whatever that means, it's not a known sign of labor. I'm sure though when it starts, you won't have to come here to ask!
