We have a high chair/booster combo (goes in any standard seat, but came with a tray as well). We used it with the tray until around 12 months (I think) and he's been just using the seat pushed up to the table ever since.
DD is 14 months on Friday and she has REFUSED to eat in her high chair for about two weeks. Went and bought a booster and put her at the table like a big girl and she is happy as a clam.
DD was almost 2 before we switched her. DS just went to a booster at 16 mos. He seemed pretty indifferent I just wanted the highchair out of my dining room.
We never had a proper high chair because we didn't have room for one. DD had a booster with a tray and used the tray until a little over a year old and then just used the booster part to sit at the table.
We never had a highchair for DS- instead we bought a basic Safety First booster seat that straps to the chair at the dinner table. He's been sitting in that since 4 months old and we've never had an issue. He likes sitting with the family.
We started using the booster around 10m, and stopped using the tray a few months later. DS is a wild man at the table and drives us all crazy, but it's much better than what he would do in the high chair.

We did the same thing for both of our kids, but DS is still too messy to eat at the table without the tray yet.
