Chest congestion suggestions?

DS has congestion to the point that I can hear it in every breath. It was just in his nose until yesterday; now it's moved into his chest. I called the nurse, who said to elevate part of the crib mattress, use the humidifier (already do this), and use Tylenol for pain relief. Any other suggestions? I do have some baby Vicks I will use after his bath tonight. I just feel so badly for the little guy.
