Mobile: Can't get cream off diapers - what else should I try?

I mistakenly thought it would be okay to use natural diaper creams on SIL's Flip inserts. Clearly it's not - I can see and feel the residue, and they are repelling moisture in those spots.

I've tried scrubbing with a toothbrush, blue Dawn, and water, but after three hot rinses I can still see the residue. What else can I try? Hoping I can salvage them rather than replacing them!
